To use a skill or spell at any time, just click on the Skill/Spell icon at the bottom of the screen to get to Skill and Spells panel. Once here, click on the skill or spell you wish to use. (Note: You can only use a skill or cast a spell if you have the required number of Action Points (AP) and if you have sufficient Mana.)
