To begin a conversation with any of the NPCs in the game, move towards the NPC. Once you are close enough, your cursor should turn into a hand and you should be able to click on the NPC and a dialog box will appear.

(Note: A flashing yellow exclamation point beside an NPC indicates that the NPC has a quest for your character.)
